Choosing between Riverview and Wesley Chapel
These two areas attract similar buyers for different reasons, and the decision usually resolves on commute geography rather than on the communities themselves. Riverview sits south of Tampa off I-75; Wesley Chapel sits north off I-75 and SR-56. If your workplace is MacDill or south Tampa, that geography favors Riverview. If it is north Tampa, Wesley Chapel or the I-275 corridor, it favors Wesley Chapel.
On housing stock they are more alike than different — both are dominated by master-planned communities built in the last two decades, both make heavy use of community development districts, and both offer new construction alongside maturing resale. The differences show up in retail and medical infrastructure, in school assignment, and in how far along each area's build-out is.
The mistake buyers make is comparing list prices across the two counties without adjusting. Hillsborough and Pasco set millage, exemptions and non-ad-valorem assessments independently. Two homes at the same price can carry different monthly costs.

It depends which part of Tampa. Riverview is generally better positioned for south Tampa and MacDill; Wesley Chapel is generally better for north Tampa and the I-275 corridor. Neither is universally better, which is why the answer starts with your workplace.
Which area is more affordable?
Both span a wide range and overlap heavily. Comparing them on list price alone is misleading because they sit in different counties with different tax and assessment treatment. Compare full monthly cost on specific homes instead.
Do both areas have CDD fees?
Community development districts are common in the master-planned communities in both areas. Prevalence is high in each, but it is parcel-specific — verify rather than assume.
Which area has more new construction?
Both have active new construction. The more useful question is build-out stage near a specific lot: whether the land next to you is finished, entitled, or still open. That varies community by community more than area by area.
